文法的には yet が副詞で、残りが has to be とよくある形になります。 副詞は文法的にはどこに入れてもいいし、省略してもいい要素ですが、 意味的にはどこにどう入れるかで大きな違いが出てきます。 この場合、have yet to...という熟語と覚えておくのがいいでしょう。 「まだ明らかにされる必要がある」→「明らかにされていない部分がある」

The content of the talks has yet to be disclosed. have yet to do ～ で、まだ～していない（期待感がないときによく用いられる） という慣用表現だと、電子辞書に載っていました。 直訳すると、その話の内容はまだ明らかにされていない となります yet があるために反語的に訳すんでしょうね。
