並び替え問題で質問があります。
よろしくお願いいたします。

まで分かったんですが,そのあとがなぜその並び順になるのかが分かりませんでした。　また文の中の[would]は「意志未来」でよいのでしょうか。

そこまで分かったのなら分かるはずです。
こういう感じで考えていけばいいのでは。

handle 取り扱う→残りはwould,be,safe
→　safe to handle 取り扱うのに安全な、 だろう
→　残りは、would, be しかない、safe の前だったら　would は不可
→　全体の配列は決まり、意味がとおるか、みてみよう
→　Alfred Nobel vowed to create an explosive that would be
　　safe to handle.
　　アルフレッド・ノーベルは、取り扱うのに安全な爆発物を
　　つくろうと、vow した。vow は意味はよくわからないけど、
　　なんか決めたんだろう、意味はあいそうだ。
ということで完了。
vow は誓うという動詞ですが、分からないという前提で、それでも
なんとかなる、ということを説明してみました。

トンネル、運河工事で使われたような爆発物の危険性を認識したことで、ノーベルは安全に扱うことのできる爆発物を作ることを誓った。

訳は完全直訳ではないですがここでのwouldは意思未来で合っていると思います。または「・・・するために」という目的節としても考えられますね。

create - ではなく、「invent」の方が意味がしっくりすると言う外野方面からの文句はひとまず私の心の中だけに留め置きます。

(何々の爆発物を作りたかった)、どのような?、取扱が安全な=安全に取り扱える、、、

「意志未来」と言われても何のことか、トンと分からんが、「過去」の時制合わせで「will」が過去になっただけ、と言う説明ではご納得が(爆)いきませんよね。

Alfred Nobel vowed to invent an explosive that (it) would be safe for (people) to handle.

から、「it」と「people」が省略されたと考えてみませんか?
