私はアメリカに２０年程住んでいて、普段の生活はほぼ１００パーセント英語だけですが、この文章に、差別的なニュアンスは感じません。 確かに、移民の多くは低所得で、言葉の問題もあります。この文の趣旨もそれに関する事だと思います。 Search for excellence は、検索すれば分かりますが、よく使われる表現です。「最高の物、結果を求める」「妥協しない」といった意味で使われ、何かの研究や新製品の開発の事で使われているのをよく見ますね。これを、「優れた生徒を捜す」とするのはちょっと違うと思います。既に最高である物を探すのではなく、結果として最高の物を求める、といったニュアンスで、syoshioka99 さんの「教育の質を落とすことなく」という訳は適切だと思います。会社の雇用に関する文章なら、優秀な人材を捜す、と言う意味にも取れるでしょうが、教育に関する文では、学校や地域、全体のレヴェルを上げる、に近いと思います。 つまり、「多数のアメリカ人は教育のための納税を厭わないので、（言語や資金面でハンデのある）移民の子弟も妥協のない教育が受けられる」というのが、この文の趣旨です。

こんにちは。 前後の文章の流れにもよりますが、私はもう１つこの文章をポジティブな方向に理解します。 The willingness of most Americans to be taxed for education allowed American teachers to educate a lot of immigrants without giving up the search for excellence. ほとんどのアメリカ人が教育に対して進んで税金を支払う事によって、教師は長所（得意分野やその賢さのこと？）の探求を諦めることなく、多くの移民の教育をする事ができる。 このexcellenceは、a lot of immigrantsが持つ長所、優秀さ、とも取れそうな気がします。 包括して言うと、 「お金がなければ、移民に対しては教育ができず、もし優秀な子供（？）であっても、その素晴らしさを見つけ出す事を諦めなければならないが、教育することによってその優秀な能力を捜し求める事ができる。」 と言う意味にもとれそうです。 前後の内容を見て、捉え方を考えてみるのがよいと思います。

教育の質ではなく多分 優秀な子供 あるいは天才児の意味でしょう。 お金があるので（税金があるので）現在の教育を落さずに移民の子を教育できるという意味ですが、実はもっと深い。 文構造から分かるようにa lot of immigrantsとexcellenceは対極で、つまり移民の子はエクセレントでないと決め付けています。 つまり馬鹿だということです。 これは多分アメリカ人の文でしょうね。 アメリカは人種差別的な発言に非常に敏感なのですが、裏を返せばほとんどが差別主義者。 だから一見何でも無い文に見えるのですが、よく見ると差別的意識が埋め込まれていることが多いのです。 単に勉強のできる子の教育機会を失わないようにと言えばいいのに、あえて最上級の形容であるexcellentを持ってくるあたり、自分たちが移民に対し遙かに高等だという匂いがプンブンするでしょう。
