civiliansとcivilian societyの違いを明確にするよう心がけるとよいと思います。 第二次世界大戦中、ドイツ、日本、イタリアは市民に対する爆撃を行いはしたが、アメリカとイギリスのように敵の市民社会の基盤そのものを破壊するようあらかじめ設計された、大規模な戦略的航空部隊を中心とした軍備力配置やミサイル攻撃戦略の設定はしなかった（=アメリカとイギリスだけがそのようなことをした）。 ちょっと意訳が入っていますが、日独伊が空爆を行う際、非戦闘部員（=市民）を殺す所までは考慮／予測されていたけれど、市民が生活を営む社会の基盤そのもの（インフラストラクチャーなど）を破壊することまでは意図されていなかったという感じだと思います。 参考になれば幸いです。
