　#1です。 　コンマが抜けているようですが，which 以下は継続用法で，～ being sent to the wrong place が先行詞になっています。「～が誤った場所に送られと，不便で，コストがかかることになりかねない」（ので，送られることのないようにできるだけ早く訪れなさい）
