"at the 10,000 _foot_ level"が正しい表記ということになるようです。 これは"at the strategic level"と同義で、日本語でも「戦略的レベル」と呼ばれますが、「大局的観点に基づく組織としての最高の意志決定レベルで」というような意味になります。 まあ、こんなところでしょう。

たぶん「高度1万フィート」の意図で，メートル法なら約3000メートル。 なにかの機械を，「高山の減圧環境＝約700ヘクトパスカル」での使用に耐えるか，試験するのでしょう。

They can't know anything about the world. It is true that people in their teens still aren't mentally and physically mature. Manｙ teenageｒ don't have a full time job, live with their parents and depend on their parents, However, this is the reason why the age of adult should be lowered. Someday, they will have to live by their own. If they have to be responsible to everything they do, they will become aware that they should be independent. NHKの英語ニュースに、Japanese Prime Minister Taro Aso will use his chair at an international financial summit this month to push for stronger monitoring of global financial institutions.とあったのですが、use his chair at の意味がよくわかりません。最初「議長の席につく」という事かなと思ったのですが、新聞等を見ると違うみたいで、よく意味がわかりません。辞書で見つけることができませんでした。どなたか教えてください。
