of whichとwhoseの違いについて

- そのため、of whichは主格としても使える場合がありますが、whoseに書き換えることができるわけではありません。

of whichはwhoseに書き換えられると習いましたが、そうじゃない場合もありますか？ 例えば「The Tokyo Bay Aqua- Line is an approximately 15.1-km toll highway crossing the middle of Tokyo Bay, along the coast of which are situated several cities.」 の場合だとof whichをwhoseに書き換えても意味が通じないし、そもそもof whichの後がareのbe動詞なのでof whichやwhoseは該当しないような気がするのですが、 of whichは主格としても使えるのでしょうか？

＃１です。補足です。 ＞＞コメントありがとうございます。主格として使えないのであればなぜ所有格の関係代名詞のあとにbe動詞のareがきているのでしょうか？ several cities. が複数だからです。主文はSVCです。 S：The Tokyo Bay Aqua- Line V：is C：an approximately 15.1-km toll highway crossing the middle of Tokyo Bay, この終わりの Tokyo Bay を先行詞として下記の修飾節があり倒置されています。 副詞句：along the coast of which その海岸沿いに V’： are situated 置かれている S’： several cities いくつかの市が したがって副詞句が、関係代名詞のため前に押し出されているので、語順の倒置が起こり、V’の主語（したがって主格）S’が後に置かれているためです。 And Quiet Flows the Don 「そして静かにドンは流れる」などと同じ倒置です。 https://www.youtube.com/watch?v=zqHZyzXB-V8

１。of whichはwhoseに書き換えられると習いましたが、そうじゃない場合もありますか？ はい、あります。ここにお挙げになった例が、そうです。 ２。 of whichは主格としても使えるのでしょうか？ whichだけなら主格としても使えますが、 of がつくと主格としては使えません。
