Every new major alternative energy initiative that initially was promised government funding has since seen that funding severely curtailed. was promisedの部分です。。

promise A B「AにBを約束する」 これを受動態にすると A is promised B「AにBが約束される」 お示しの文では、Aの部分が Every new major alternative energy initiative「あらゆる新たな代替エネルギー政策」 そして、Bの部分が government funding「政府の出資」 という構造だと思います。 勿論、文全体の中で見れば、Aの部分が関係詞節の先行詞になっています。 そういう意味で、あなたのご質問に対しては「受動態」ということになります。 参考になりましたら。
