おっしゃるように consider O C「O を C とみなす・思う」という SVOC が受身になったもので be considered C と C が残っているのが vital です。 受身の主語は whose negotiations ですが、whose は先行詞 executives です。 所有格なので their negotiations, the executives' negotiations とアポストロフィが必要です。 能動主語は tax office regulations というより、人であるはずです。 they としておけばいいでしょう。 They consider the executives' negotiations vital to the welfare of the company. 受身で are が使われていますので、能動も現在形 consider です。

whoseは所有格ですから、tax office considers the negotiations of these (only) executives vital to the welfare of the company. の方が良いと思います。

受動態になるのは他動詞と他動詞とみなせるものです(laugh at, wear outなど) なのでvitalが補語、つまりはSVOCのCに当たるものだと思います。 Tax office considered executives negotiations vital.ではなくて、 Tax office considered executives' negotiations vital. の様にexecutivesの後ろにアポストロフィが必要だと思います。複数形の単語にはアポストロフィを最後につければいいです。 ex) girls' talk

As the company is not required to repay the principal of , or pay interest or dividends on , such funds , they are considered the most stable means of corporate financing . In actuality , however , business corporations cannot meet their funding requirements with internal funds alone , and many of them have to rely on external funds . External funds are divided into the proceeds resulting from loans and the issuance of equity and debt securities , according to the method employed to raise them . Loans are obtained primarily from banking institutions . This method of raising funds with debt securities is termed “indirect financing” In addition to those issued at the time of their incorporation, business corporations issue additional equity shares(an increase of capital) to finance the expansion of their production capacity or for other purposes .
