「組織」がGotoという「人」であるわけがないし、「組織」に「声」はないので、主張しているのはman（男）なんです。それだけのこと。 そして、この「男」が本物のGotoなのか、組織の構成員なのか何なのかがハッキリしていなかったので、「Gotoだと言い張る男」と表現したのです。 ＞a manは”...だと主張されている”のだからwho is claimed to be Gotoとなるべきだと思います。 その通りです。この男は「a man who is claimed to be Goto」です。しかし、ここでは、男が他人からどう主張されているかなんて言っていないし、言う必要もないのです。
