miss にはいろいろな訳語がありますが、ここでは「…がいなくて困っている」です。 優秀な人材に欠員が出て、教務に支障をきたしていたのではないでしょうか？ of と from は同じ系統の語です。言い換えても伝わることも多いです。 この文では、 from を使うと、部署を離れた人材に視点が置かれています。 of にすると、その部署に残された自分達の状態に視点があります。 しかしその差が日本語の訳語には表れません。
