普通は"as I see it"＝「私の考えるところでは」という意味ですが、下の７番目の例のように、ここでは"from ..."の箇所のように、副詞句などが来れば"it"が省略されます。 http://eow.alc.co.jp/search?q=as+I+see ここでは"at work every day"がその副詞句です。この文の"I"は介護の関係かそのような場所で介護の状況を観察できる人物ではないかと思います。 「毎日仕事をしながら、わかる（考える）ことですが、増加する老人介護費を、誰かが支払わなければならないということです（/ でしょうね）。」というような感じでの意味です。
