「threaten A with (the use of) B」という表現が持っている微妙な意味に注意して下さい。 つい「Ｂ（を使用すること）でＡを脅す」とか「Ｂを使用してＡを脅す。」と訳してしまいがちですが、Ｂを使ってしまった後ではもはや脅しの効果はなくなってしまいます。 「threaten」を英々辞典を調べると「to say that you will cause someone harm or trouble if they do not do what you want」という意味が示されています。 この内容から判断すると「threaten」はあくまでも「say」という行為の一部だと考えられますので、やはり「Bを使用してＡを脅す」という訳では問題がありそうです。 ここは「Ｂを使用するぞと言ってＡを脅す」とか「Ｂを使用するかもしれないと（いう可能性を）示すことでＡを思い通りにしようとする」と訳したいところです。 なお、「contain」という動詞は「contenir」というフランス語が語源で、本来「hold together」の意味を表します。すなわち、「（何かを、ある場所に）押しとどめる」という意味から「～を含む」や「～を抑制する」という意味が生まれたと考えると覚えやすいでしょう。 全訳です。「核兵器を使用するかもしれないという可能性を示すことによって他の国家に脅威を与えるような行為を合衆国に思いとどまらせたものは何だったのだろう。」ではいかがでしょうか。 さらに意訳をすれば、「合衆国が核兵器を使用するかもしれないという可能性に言及することによって他の国家を自分たちの思い通りにしようとしなかったのは何故だったのだろう。」となります。 ご参考になれば・・・。

この from は prevent O from ～，stop O from ～などと同じです。 「～から遠ざける」イメージで，「～しないように」という否定的意味が加わります。 「何が，合衆国をして，核兵器の使用により他国を脅かすことを阻止せしめたか」 なぜ，合衆国は核兵器を使用して他国を脅かすということをしなかったか。

They agreed that transfer to a non-nuclear-weapon state of nuclear facilities, equipment, components, material and technology, as specified in the so-called trigger list, should not be authorized unless that state had brought in force an agreement with the IAEA requiring the application of safeguards on all source and spesial fissionable material in its current and future peaceful activities. In 1993 this agreement was formally recorded, but not all exporters of nuclear items subscribed to it. Nuclear-weapon states are not obligated by the NPT to accept international control. They may, however, do so upon request of the suppliers of nuclear materials wanting to ensure that their materials are not used for the manufacture of nuclear weapons. A certain number of facilities in the nuclear-weapon states have been submitted to IAEA safeguards on a voluntary besis. Moreover, in the late 1990s Russia and the United States agreed to submit to IAEA safeguards weapon-origin fissile material designated as no longer required for defence purposes. What is clearly missing is an international body to which complaints of non-compliance with the NPT, other than those related to nuclear safeguards, could be directed for investigation.
