What I like about the winter here in Tokyo is that we have lots of sunshine and blue skies even in what is the severest season of the year. 出典：　STEP Mail Magazine Editor 上記の場合　even in 以下　what is に気をつけて訳すとどうなるのでしょうか what is はいらないようなきがするのですが 　もっともきびしい季節においてさえも　 と訳してはまちがいでしょうか

What I like about the winter here in Tokyo is that we have lots of sunshine and blue skies even in what is the severest season of the year. 全訳 「寒気最も厳しき時期でも(に於いてさえ)日差しと青空をこんなにも楽しめることがここ東京で冬を迎える自分には一番気に入っているところだ。」 冬はどんより曇り空の生活とはまるで違う東京の晴れた冬空を素晴らしいと感じている外国人編集者の気持ちを過剰な誇張無しに素直に表現する際に「in what is」を用いたものと思います、が、日本人ではなかなか容易には使いこなせない用法です、かく言う私には一〇〇年経っても無理難題の極み也!(泣)

what is はなくてもよいのですが、入ることにより、「日照時間など客観的には最も厳しい季節（である冬）においてさえも」というようなニュアンスがつくように思います。「冬＝最も厳しい季節」にワンクッションを入れる感じでしょうか。良い日本語訳はちょっと思い浮かびません。省略しても可だと思います。
