(1) よいのではないでしょうか。 (2) (a)と(b)を区別する意味がよくわかりません。 (3) burden だと思います。 is weighed down は普通に「(暴力の)重みで押しつぶされる」ということだと思います。 その前の bear は「耐える」と訳してもいいでしょうが、「重いものを持つ」「重みを支える」 ということなので、is weighed down とは対になっています。 (4) 私は by は副詞だと思いましたが、違うかもしれません。 ＊ when she comes at length to the end of the race の she は、先の寓話に登場した nightingale ではなく、 直前の Justice beats Outrage の Justice を指すと思います。 そのすぐ前にある towards justice の justice と違い、Jが大文字になってますし、 単なる正義というより、それを擬人化した正義の女神テミスを指すと考えた方がいいと思います。 よく裁判所とかに剣と天秤をもった像が飾ってあるあれです。
