それは、国際活動を調整する体制作りとなる大組織のルールのひとつにすぎない。それは、主に、訓練的な意味あいがあるのであつて、常に再交渉される事柄ではない。 …前後の文章は、訳出に必要だと思いますが、なんとかこのように訳してみました。

不束ながら回答させて頂きます。訳: それら法則の概要は国際活動を規制する上での管理体制でしかありえない。これは基本的な指導管理を意味(示唆)しており、定期的に再交渉されうる問題ではない。 直訳的な言い回しですがご理解宜しくお願い致します。
