タンク一つのガソリンで行くことが出来る時間が約二倍になった →一度ガソリンを満タンにして、次に満タンにするまでの時間が約二倍になった →燃費が約二倍になった ということではないでしょうか？

解釈はNo.1，2の方の回答と同じです。 付け加えること（私の疑問）。 １．a cup of coffee と同じように，a tank of gas という表現があるのかないのか？ もしその筋でよく使うのなら，日本語の「満タン」という意味になるのかもしれません。 ２．燃費を測るときは，たとえば40マイル時で走るなどという定速走行が条件なのでしょうか？ それなら時間が２倍になったという記述でいいです。そうでないなら，doubled the distance と書くべきじゃないかと思います（小学校の「さんすう」を理解している人ならね 笑）。
この that は関係副詞的 that だとおもうので省略できると思います。したがって 例えば I can go on a tank of gas in my truck two days. 「トラックのタンク満タンで２日間走れる」 の two days の部分が the amount of time に置き換えられていると考えればいいでしょう。 ここでは double したので、例えば the amount of time が two days なら 4 days になったということですね。意味はＮＯ１サンの言われるように、結局、double my truck's fuel efficiency ということです。

I've always invested in a couple of go-to outfit: smart-looking ensembles that I can wear in a variety of situations and I know I look sharp. This is worth spending some extra money on, I think ― go to a nice store and get a couple of chic outfits that you'll have ready to go on a moment's notice. My partner of almost five years has recently been experiencing some strong feelings of gender dysphoria and changing their gender presentation. I think it’s great they’re talking about it and trying new things, and I’m totally on board. But I was wondering if you could offer any advice about specific things I can do to support them. I’ve given them a binder and some clothes they’ve asked for as gifts and tried to be available as a listener. But not having gone through any sort of similar experience myself I don’t know if there are common pitfalls to look out for or if there are other things I can be doing to help!
