普通はnot toが元々の英語表現であると思われますが、現在は、否定形も日本語の語順のようにto not とごく普通に言うのでしょうか?、英語表現に詳しい方の回答をお願い致します。

2003年に、エイズの新しい感染者より、lifesaving treatment(エイズとの共存)を受けるものの人数が多くなった。・・・つい最近になって「エイズの終わりの始まり」がsuggestされるようになったとしたら、その不可能と思わえたpositionにどうやって到達出来たのか?・・・because of以下に、いろいろ理由が書いてあります。
質問(1)and officials and politicians of all political stripes and none who devised programs that gave those patients hope.のnoneの意味が掴めません。devisedの主語がnoneだと、意味的に変なのでallと関連してるのかと考えているのですが、分かりません。
・・・エイズとの戦いでアメリカほど貢献している国はない。誇張でなく真実だ。

根本的に、解釈が間違っていますか?

家族でアメリカのレストランで食事をしていたときのことです。
お水のおかわりをするときに
「another glass of water」と言うと覚えていったのですが、
実際でてきたのは新しいお水1杯でした。
私は、空になった家族全員分(3個)のグラス全部に、お水をそそいで欲しかったので、
「Could we have another glass of water?」と言うと
新しいカップ1杯の水を渡されました。
どうも「水もう1杯追加」と間違われたようです。
私の英語の何がいけなかったのでしょうか?
また、「家族全員分」の「空になったグラス」にお水をいただきたいときは
どう言ったらよかったのでしょうか?

※結局、皆のグラスを指で差していって「Ahhhh, water, please??」と言って通じました。><;
