訳というより、考え方ですが、 if it is unable to pay back the loans = その銀行が潰れたら that makes taxpayers liable = 納税者が尻拭いをすることになる a debt guarantee program (銀行の)負債を肩代わりする(保障制度) 誰が、 government support 国の援助 要は、(救済銀行が潰れたら)銀行の保証人である国が銀行が借りているお金を債権者に支払わねばならぬ。その金は我々の血税から充当される、そんな理不尽なお国の救済政策に銀行が頼り続ける・・・

Business corporations invest funds in real assets (such as facilities and inventories) to carry out production and marketing activities on a continuing basis . Funds raised by business corporations are divided into internal funds (those generated in the ordinary course of the production and sale of goods or services) and external funds (those raised from external sources ) , according to the method employed to raise them . Technically , internal reserves and depreciation charges are included in internal funds. As the company is not required to repay the principal of , or pay interest or dividends on , such funds , they are considered the most stable means of corporate financing . In actuality , however , business corporations cannot meet their funding requirements with internal funds alone , and many of them have to rely on external funds . External funds are divided into the proceeds resulting from loans and the issuance of equity and debt securities , according to the method employed to raise them . Loans are obtained primarily from banking institutions . About five years ago, my nephew lied to his parents and us and failed out of his freshman year, wasting over $20,000. We both were furious and since then have added some conditions to our offer.
