"be about"について教えて下さい。 But in the twenty-first century, many of the most important threats are neither caused by nor aimed at states: they are about mobile individuals in an era of globalization. これを「しかし、２１世紀においては、最重要な脅威の多くは、国家が原因となっているわけでもないし、国家が標的になっているわけでもない。グローバリゼーションの時代では、移動可能な個人が．．．．．」と理解したのですが、"they are about"の部分が分からないので、後半部分が分かりません。 この"about"は「関係」や「程度」を表すのでしょうか？それとも「位置」 を表しているのでしょうか？ どなたか、お願いします！

純粋に、「～について」「～に関して」と捉えていただければＯＫです。 直訳風にすると、 「近年の脅威は、国によって起こされるのではなく、かつ、国が対象となっているものではない。このグローバルな時代では、脅威とは動き回る一人一人の人間に関するものである」 ということですね。 丁寧に訳せば、後半部分は、 「脅威をもたらすのは動き回る一人一人の人間であり、かつ、脅威の対象になるのも一人一人の人間である」 ということになります。 国家対国家の「戦争」から、個人から個人への「テロ」に変貌しつつあるという話ですね。（テロは個人から国家へというのもあると思いますが）
