make use of ～ で「～を活用する」というのは分かるんですけど、その派生表現として、make good use of ～ とか make poor use of ～ などと言うときには、なぜ a good use とか a poor use という風に冠詞の a がつかないのですか？ use のような不可算名詞でも形容詞がつくと a がつくのではないのですか？

仮定法の意味のような気もしますが、BEがわざわざ大文字にしてあることなども何か意味があるのでしょうか？

と二つの表現を見つけました。
