挿入句は本文に対する従属句です。いわば本文に対する付け足しです。従って、 This, it seems, is your reason for going overseas.の場合it seemsは従属句であり、話者が最も言いたいのは『貴方が海外に行きたいのはこれが理由だ』ということで、ついでに『そう思われる』と付け加えたと考えれられます。 これに対して、It seems that this is your reason for going overseas. は『そう思われる』も『貴方が海外に行きたいのはこれが理由だ』も同じ程度に話者は云いたいのだと判断できます。 両者には特に意味の差はないし、ニュアンスの差だけですが、そう感じない人もあるかと思います。ただ挿入句にする、しないの理由を問われれば上のようなことが言えると思います。

１．This, it seems, is your reason for going overseas. ２．It seems that this is your reason for going overseas. もちろん、同義ではありますが、２がきっちりとした言い方、手堅い言い方であるのに対し、１は、thatもないので、it seemsなんですけどーーという乗りで挿入している感じを受けます。他の文との兼ね合いもあると思います。たとえば、 It seems that this is your reason for going overseas. However, . . . なんていう展開なら２の方が自然です。「そうらしいけど」というように、it seems that . . . の次の文が逆接となることがよくあります。こういうつなげかたは２の文が据わりがよいということになります。 以上、ご参考になればと思います。
