As scientist keep insisting, there is neither good nor bad in any scientific discovery; it is the use to which it is put which makes it benefical or dangerous.

訳　科学者がつねに主張しているように、いかなる科学的発見もそれ自体は善でも悪でもない。それを有益なものにするか危険なものにするかは、それがいかに利用されるかにかかっている。

説明には後のwhich は強調構文のwhichである。　
the use to which it is put　の部分ではput ～to use(～を利用する)が受動態で用いられているとなっています。

use to which it is put　のもとの形がわかりません。教えてください。

何度か回答したことのあるパターンです。

該当箇所を引用すると，

the uses to which it is put の部分は
the uses という先行詞を to which it is put という関係代名詞節が修飾しています。

it is put to the uses という関係が成り立つことになりますが，これは put it to the uses の受動表現です。
put ... to use で，「...を使用する←...を使用に当てる」ですので，
it is put to the uses は「それが（具体的に）使用に当てられる」という意味になります。

the uses to which it is put では，「それが具体的に当てられている使用法」で，「それがどのように使われているか」のような意味になります。

すなわち，the use to which it is put のような前置詞つきの場合，
which を先行詞である the use に置き換え，
to which → to the use とし，前に出てきたはずのこの部分をもとに戻す。

これを能動態にすると，
the use ＋
we put it to (the) use となり，「人がそれを使用する」
という関係が成り立ちます。

it (= the discovery) is put to use ---[1]

「発見が利用される」

この use の部分が、先行詞の the use と重なるので、which に置き換わります、そして、前置詞 to を伴って先行詞の the use
の直後に置かれています。 [1]を能動態にすると、

(we) put it (= the discovery) to use

強調構文は、it...that の形で習うことが多いですから、

it is the use to which it is put that makes it (= the discovery) beneficial or dangerous.

と変えると多少見やすいかもしれません。強調を外せば、

the use to which it is put makes it beneficial or dangerous

それ（発見）の利用（のされ方）が、その発見を有益にも危険にもする。
