言葉というものは文脈によって意味が決まります。確かに理論上では目的格関係の of も可能です。しかし、演説の前後から明らかに所属の of であることがわかります。 というか、所属の of でしかありえません。常識的に考えて、少数の人間が人民を統治することは、太古の昔から行われてきたわけですから。 その文脈で所属の of を否定するのはかなり無理がありますね。 日本人だけではなく外人にも聞いてごらんになってください。

However, they did nothing about it at the time because they were interested in civilizing the geese and ducks on the neighboring farms. リンカーンのこの警句は、民主主義政治を最も簡潔に性格付けた言葉としてつとに有名です。 英語でいえば、Government of the people, by the people, for the people です。 では、の of による by ためのfor のうち、初めの２つが かぶっていると思うのですが、どうでしょうか？ つまり実施主体が人民だと言っているわけです。同じことではないですか？ 最後の「ためのfor」は目的・利益を受ける相手を示すので明らかに違い、意味は分かるのですが。 それとも最初の「の of」は、支配「対象」も人民だ、と言いたいのでしょうか？ ofに対象を示す用法ってありましたっけ？

Increasing numbers of Luxembourgers turned to the black market, and, to the consternation of the Luxembourgish government, the German army of occupation seemed to do little to help. Moreover, the government accused Germany of aiding the development of the black market by refusing to enforce regulations, and even of smuggling goods themselves.
