not quite ... (必ずしも ～ というわけではない) という表現がありますが、not が never という語で置き換えられたとすると、もう少し強めのニュアンスなのかもしれないですね。 お示しの訳で全く問題ないと思います。 「スーザンは自分の年齢を9歳くらいだと思っていたけれど、確信はなかった」 などとしてもいいかも。
