これは英文和訳だという前提で考えます。もしそうならおかしいのはmost の位置関係ではなく訳文に問題ありでしょう。 抽象的な表現なので訳が難しくなりますが、日本語でも「最も都合の良い」は「状態」にかかっています。しかし、原文を知らない人は「内部的で外部的」を形容していると誤解する危険があります。これは英文と日本語の構文上の違いなので、日本語訳に工夫が必要となります。次のように変えれば少なくともmostの意味が明らかになるのでは・・・ 「彼ら自身の自己調整の運動に、内部的及び外部的コンディション面から、もっとも都合のよいことは」 読みやすい日本語にするために、品詞の入れ替えを行うことは文学作品では普通ですが、専門書は原文に忠実に訳す傾向がありますね。
