mostはfavorableという形容詞を最大級にするためですから、conditionsの後にあるというよりも、favorableの前に付くのが当然です。日本語訳も「最も都合の良い」と言う風になっていますよね。もしmostが最初のＴheの次にあると、internalだけを最大級にしてしまいますから、「最も内部的な」という意味に変わってしまいます。
