スペース %20 に変換するには？

質問

http://home.kendomo.net/board/decode/のようなサイトでは
Urlエンコードで スペースが 「%20」に変換されますが、自宅の
サーバーでは 「+」になります。

どういう変換をかけるといいのでしょうか？
