デジタルカメラで撮影した画像でしょう。 not a scanned image　プリントした写真をスキャナーでスキャンした画像はダメなようですね。 must meet the following requirements:以下の要件を満たすこと　のようですから 解像度（大きさ）などの要件が書かれているのでしょう。 画像データを送るならデジタルカメラで撮影した画像にはExif 情報ついています。 Exif 情報は製造元、カメラのモデル、撮影日、解像度（大きさ）などの情報です。 https://ja.wikipedia.org/wiki/Exchangeable_image_file_format パソコンで画像のプロパティを開くと確認できます。 http://photo-studio9.com/exif/ スマートフォンで撮影した画像にもExif 情報があります。 添付画像はiPhoneで撮影した画像の情報です。

補足

今回初めて知りました。ということはスマホで撮り直しですね。 しかし免許証はスキャンしたものを添付送付をせざるを得ないとおもいます。新たに写真を撮って、それと比較するのでしょうね。 写真を添付送付をする場合、相手の指定したところに添付送付すればいいのですか 手順としては スマホ→PC→相手の指定したフォーマットから添付送付で送る という解釈でよろしいのでしょうか
