メールのフッターの「機密保持のお願い」あるいは「Confidentiality Note」は、法的な意味があるんでしょうか？

法的な効力は無いと思います。そのような法律は思い浮かばないです。 あくまでも送信者側の一方的なお願いであって、メールをどう処理するかは受信者の自由ですよ。
