Intersetingly, the term "adolescent" did not start to be used until the fifteenth century, while the concept of the young adult did ont appear until much more recently, when the munber of older adults increased and could be used as a comparative base.

ここにはコンマがあるように、継続用法です。

コンマ which でただものを先行詞にするだけでなく、
文的なものについて、「そのこと」と受けることができるように、
何かが起こった、という文的、動作を表す表現について、
「（そして）その時に」と使うことができます。

ここでは文とまでいかなくとも、much more recently という「ずっと最近」
で表される時を先行詞として、「その時に～」と表現することができます。

　そのwhen節はuntil much more recentlyと言っておいて、それを言い換えています。辞書では以下の用法が近いのではないかと思います。
