A: cut interest rates by 0.33% points B: cut interest rates by 0.33% AとBとではどう違うのですが？ 数字に弱いので、なるべく分かりやすく説明していただけると助かります。

たぶんですが、AとBとで意味合いが異なります。 Aだと、現在の金利が5.00%だとしたら、引き下げ後の金利は5.00%-0.33%＝4.67%となりますが、 Bだと、5.00%－(5.00%×0.0033)＝4.9835%になります。
