as~asで倒置は起きますか？
As the owner of five small cop shops serving several educational institutions in the area, he argued, as have others in the photocopy business, that the current process for obtaining permissions is time-consuming... という文で、as haveとありますがこれはどういうルールで倒置されているのでしょうか？ 主語が長いためですか？ 長いと常に倒置されますか？

as as でなく、最初の as は「～として」 後の as は比較の場合と同じ「～のように」という接続詞です。 主に比較の than や as の後でこういう倒置は起こり得ます。 確かに others in ... が主語です。 have は have argued という現在完了を表す助動詞で、代動詞的に一語に。 単純には argued の省略。 he という主語に対して、 それと対照すべき新たな主語です。 こういう主語同士の比較の場合に 新たな主語としてこういう倒置はあります。 新情報は後に置くという英語の感覚から起こります。 必ず倒置にするというものではありません。

補足を。 いわゆる as as は最初の as の後に形容詞か副詞がきます。 申し上げたようにその形にはなっていませんが、 主語の比較、対照を表しているのは同じです。 「～するように」という意味では同じものです。
