I'm as clear as I canの元となる文章はI'm clearであるわけですが、clearと言う単語が普通物について言われるので人が主語になるとちょっと分かりにくいかもしれませんね. 問題点のない、と言う意味になるんですね. ですから、あとのin explainingと一緒になって、説明するときに問題点(分かりにくい点)がない、つまり、(言っている事が分かる)と言うフィーリングになるわけです.
