suburb,outskirt,seaなど、ぐるっと見渡すのは複数です。 つまり６０度ずつ右へ右へと見てゆく などというのは複数 で表します。 さらに、theはallを含みます。 以上を基にして考えてみれば意味の違いは理解できるでしょう。
