Is "Raining as it was, we decided to stay home." a correct English sentence?

ちょっと教えて頂きたいことがあります。 ある本で I was watching a japanese man not far from me counting his money という文があったのですが、 man not far from meはおそらく 「私から遠く離れていない男性」 という訳なのだろうと思うのですが、 こういうman not farという組み合わせで 形容詞を否定して名詞の修飾する形もあるのか お聞きしたく質問しました。 また分詞の否定で I insisted on her not going there alone という現在分詞を否定した文もあると知り、 おそらく現在分詞と形容詞が似た働きが あるからこの文の現在分詞と同じように notを形容詞のfarの前にもおけるのではないかと 思ったのですが、この考えで合ってるでしょうか?

英文解釈教室 入門編 P187 について質問です。 問題文の一部↓ Population was still too small to provide a satisfactory market for a large industrial structure and the scattered character of settlement aggravated transportation problems. the scattered character of settlement aggravated transportation problems. についての解説で、過去分詞のscatteredはcharacterを修飾していると書かれています。その後の解説で、settlement was scatteredは言えても、character was scattered とは言えない、と記載さています。 ここで疑問なのですが、scatteredはcharacterの過去分詞であるなら、character was scatteredと考えないと訳せないと思うのですが、なぜ、character was scatteredと考えてはいけないのでしょうか?(訳的にそう考えないといけないからっていうのは納得で来ません。) 別の本を見てみると、 形容詞や分詞を名刺に対する修飾語として使われるが、このとき「形容詞(分詞)→名詞」の形では「大部分」が主語と述語の関係が隠れており、「名詞←形容詞(分詞)」の形であれば必ず、名詞と形容詞(分詞)の間に、主語と述語の関係がある。 とありました。 今回の疑問は「形容詞(分詞)→名詞」の形では大部分に反する事例だと思うのですが、英文で今回のような「形容詞(分詞)→名詞」の形で主語と述語に反するパターンを見分ける方法はあるのでしょうか? よろしくお願いいたします。

a man of Perry Yount's intelligence would have dismissed the bulletin as a maniacal diatribe, which it was. 「ペリーヤントの賢さがある者なら、その掲示を痛烈すぎる非難 として、退けただろうに」 と、カンマまでを訳すとこんな感じになるのではと 思うのですが、これ以降はどう訳せば良いですか? 非制限用法で、おそらく先行詞は、その前の文全てを指しているの ではないかと思うのですが。。 宜しくお願いします。
