お礼をありがとうございました。 たしかに speak of ... という形で意味が通ると思います。 他方、speak to ... という形でも、それはそれで文意が通る気がします。 Oxford Learner's Dictionaries に speak to something という見出しがあって to discuss or comment on a topic, problem or situation という定義がありますから、「その大規模な試みのことを論じている」 という解釈も成り立つのではあるまいか、と考えました。 そこに出ていた例文は The show wants to speak to real issues affecting young people. （その出し物は、若者に影響を与えている現実の問題を扱いたいのだ） というものでした。

ご教示を頂き有難うございます。「speak to~」=「～を物語っている」とお示しくださったので、最初にご回答くださったbakansky様から教えて頂いたOALDを調べてみますと、「speak to」の２の定義に“to be evidence that something exists or is true”があり、The number of cleaning firms speaks to the fact that cleaning is considered an important service. の用例が挙がっておりますので、私が思ったspeak ofの誤記ではなく、speak toがきちんとした用法であることが証明されました。手元の他の学習英英辞典には、OALDのような明解な記述は見当たりませんでした。Oxford Dictionaries Onlineには、「（Of behaviour, an object etc.）serve as evidence for something」の定義と共に、Everything in the house spoke of hard times and neglect.があり、speak ofで提示されていることに気づきました。ご回答頂いたお蔭で再確認が出来ました。心よりお礼申し上げます。
