まったくおっしゃる通りです。 correspondence bias の説明として， それはこれこれの状況であるというのが that's when ～です。 while は「一方」でもいいですが，やや「～なのに」という意味合いを含んでいます。 日本語の理屈からは後ろから「～しながらも」と後ろから訳す方が正しいですが， 前から流していってかまいません。 based on ～や circumstances をしっかり訳すと それは，私たちが人を，その人の性質や人柄に基づいて判断してしまい，実際の暮らし向きを無視ししてしまっている場合のことである。
