意味の上からは 「程度」 と見てよいと思います。 ただし、あくまでも in such numbers という表現が 「程度」 を表しているということです。 この numbers というのは、「ある数量の集合」 を表しています （だから numbers と -s が付きます）。 in large numbers とすれば 「多数の」 という意味になり、in small numbers とすれば 「少数の」 という意味に変化します。 such という語については、確かに 「程度」 を表現しています。具体的な数量を表す代わりとしての代名詞です。
