質問を少し見落としていました。 "～," X said（said X）. このように，必ず引用部分と say はコンマで区切ります。 前に say を持ってくれば X said, "～." とピリオドとなるところです。 ただ今回は発言の続きがあることもあって，後ろに say を持ってきています。 すなわち， "A," X said. "B." として，A も B も X の発言ですが， A. B. とピリオドで切れています。 A, B という文の途中で切って say をはさむこともありますが， その場合は "A," X said, "B." とし，かつ B のはじめは小文字となります。 とにかく，このコンマは A, B というつながりではなく， A. B. というつながりです。

そのようにお考えになっても意味はほとんど同じですが， it is needless to say (that) SV 「～ということを言う必要もない」を needless to say, SV 「言うまでもなく，～」 と同じような感じだと思います。 important to note, the crew did maintain 「注目すべきことには，乗務員が～」
