日本人女性との間に子供を作ったら、ひどいダウン症のような風貌にびっくりするでしょう。 という意味です。 ま、差別発言かブラックなジョークか、、、

passersbyさんが指摘しておられるとおりで、 日本人女性とのあいだに子供が生まれる →その子はお尻に「蒙古班(Mongolian mark＝モンゴルの印)」がある →胎内から出てくる子供を見て、「蒙古症(mongolism)」ではないかと疑いたくなってショック →「mongolism」は蔑称なので使えない →severe down sydrome（重いダウン症） と表現。 検索しきれなかったのですが、YouTubeのコメントか何かですか？ かなり危険なギャグですよね。 それにしても質問者さんは、よくぞ体罰とこの英文を結びつけましたね。欧米では蒙古班に馴染みがないため、たまに日系の乳幼児が虐待されていると勘違いする看護婦がいるという話を、よく耳にしたものです。ちなみに、うちの子、家系図を何代さかのぼってもJapaneseしかいないのですが、(もちろん日本人の）曾祖父に似て、髪は金髪、目は緑、蒙古班なしで生まれてきたんですよ。幸い、日本人のパパはショックを受けませんでしたが(笑)。 余談ですが『八日目』というフランス語の映画がありまして、強いてダウン症を、国のモンゴルと結びつけて描写し、肯定的に捉えています。「蒙古症の人たちはモンゴルの大地から湧きあがる誇りを胸に」みたいな感じ。字幕にも「蒙古症」という単語が敢えて使われていて、禁止用語であるにもかかわらず作品の趣旨に沿って敢えて使った旨をわざわざ注記しています。
ついでに思い出したこと。ぼくの知人がむかしアメリカで出産したら，病院じゅうの医者や看護婦が集まってきて，「医学書で知ってはいたが，尻の青あざを見るのは初めてだ」と喜んだとか。「蒙古斑」のことです。
むかし，ダウン症が「蒙古症」（モンゴロイドのような顔つきになるから）と呼ばれていたことを知らないと，このジョークだか中傷だかわかららない一文は理解しづらいです。

what's wrong with you? は 調べた限り “どうかしたの？”とか“何か問題でも？” みたいな意味ですよね？ アメリカの友人からのメールの文の途中に what's wrong with you. と書いてあって 私は何か彼女の気に触ることを言ってしまったかな？と心配しています。 “あなたに関係ないでしょ”的なこと？ メールは以下です。 I don't go to the hospital because our hospitals don't like to treat what's wrong with you. I had a problem with my wrist not long ago and they just sent me home. They wouldn't even take xrays of it. I will be okay though.
