>第一文の、「on」はどの単語を受けているのでしょうか “conviction on ～”で「～についての有罪判決」という意味だと思います。 直後の「he」は誰を指すのでしょうか？ 多分、Lord Timだと思います。 ついでに言えば、Lord Timは、たぶん、次のようなコメントをしたのだと思います。 「ジンバブエでの有罪判決は、私に言わせれば、比較的軽微な嫌疑に関するものです。（もっと重い罪について有罪にならなかったということは）南アフリカでのサッチャーに対する嫌疑は、根拠薄弱だといくことを示しています。」 ＞表題の件ですが、どういう意味かわかりますか？ the whole affairがblown upされて（膨らまされて）、 something that it probably isn't（多分実際とは違うもの）にでっち上げられた

こんにちは ご質問3点についてではなく、 Mark ThatcherとMannの関係について。 Mann Thatcher Zimbabweで検索して http://www.google.co.jp/search?num=50&hl=ja&ie=UTF-8&as_qdr=all&q=+Mann+Thatcher+Zimbabwe+&lr=lang_en 検索結果一覧を見渡すと、 Mr. Thatcher is a friend of Simon Mann, a veteran of British special military operations who is accused of organizing the coup attempt. www.nytimes.com/2004/08/26/ international/africa/26thatcher.html?8br のような記述例が、複数目に入ってきます。 両者別人。Simon Mannは今回の事件の首魁、Mark ThatcherはSimon Mann との交友関係から、事件に連座、というようなことなのでしょう。 Isn't this within throwing distance from anyone of you, I'm afraid? したがって、第1文の大枠は、 Tim卿によれば、Mannの有罪判決（の内容）にかんがみるとThatcherへの嫌疑が根拠薄弱なことは明らかである というようなことになるようです。 あと、私の駄弁蛇足： heがLord TimとMannのどちらなのか、ここに上がっている英文だけでは、かなり判断しづらいようにも感じました。 第2文 訳 事件全体が誇張されて、事実と異なるものになっているのではないか、と友人は語っている。

私は以下の通り解釈しました。 参考URLに記載したページが関連記事ですが、 サッチャーの逮捕には非常に疑惑がありそうです。 ジンバブエでなく、南アフリカで逮捕されたこと、あらかじめ計画された逮捕であった可能性があるとのことです。 「サッチャーのchargeに比べて、Mannのほうが比較的minorであったにも関わらず、Mannのほうが重い刑を受けた」というニュアンスではないでしょうか。

#1さんのご回答で良いと思うのですが、第一文の解釈だけは異なっています。 私は、マン（サイモン・マン）が有罪判決を受けたことと対比して、サッチャーに対する嫌疑が弱かったと言っているものと理解しました。 （マークサッチャーの愛称って、"Mann"でしたっけ？^^;） 表題に関しても、#1さんのご回答通りですが、以下のように訳しました。 「この出来事全体が、恐らく事実とは異なるものに膨らませられた（誇張された）」
