at least not with ~の訳し方
以下の文はエジンバラ国際フェスティバル期間中のアーティストたちの事を言っているのですが最後の”at least not with the same program”はフェスティバルと同じプログラムはやらないと言っているのですか。それとも、not withでwithoutだから、同じプログラム以外はやらないと言っているのですか。 These artists wouldn't be performing elsewhere in the country during the season, at least not with the same program. 教えて下さい。よろしくお願いします。

wouldn't といっておいて，その補足です。 この not は wouldn't be performing ～を一語で表したもの。 今シーズン，その国の他の場所ではやらない，少なくとも，同じプログラムではやらない。 （もしかしたら別のプログラムではやるかもしれないけど。）
