おそらく学校レベルの英語で教わることはないかもしれませんが、nor の前は必ずしも否定表現があるわけではありません。このように肯定文に続いて、「そしてまた、～ない」という意味を表すすことができます。英語で書きかえると '...and not...' ⇒「いやはや、それより悪いね。彼がやったことは犯罪じゃあない」 二番目のご質問は、おっしゃるとおりでしょうが、もうちょっと自然な日本語にすると 「だれかがちょっとした罪を犯したからって、あんた気にしないだろ？」
