プログラミングの方面なら return value という語は 「戻り値」 という日本語になっていて普通に用いられる語ですが、気象の話しとなると・・・ 文意からの判断では、「過去100年間のマニラにおける極大風速の平均値は128ノットである」 ということではないでしょうか。 ひょっとしたらその文を書いた人はプログラミングのことを意識して書いたのかもしれません。つまり、「平均」 を求める関数を書いておいて、プログラムのある箇所からその関数を参照して、そこで処理された結果を 「戻り値 (return value)」 として得るわけですから。
