意味は CTが STS にインストールされている場合あるいは、PDU にPS3のためのスペースが無い場合 ここで切れているのは、この後にそういう場合はこうしてくださいということへの見出しみたいな感じになっていると 仕様説明書ならば考えられます。 PS3は、PDUか、STSの適切な場所へ接続され、デザインされたラックにワイヤーされる なんのことかわかりませんが、こんな感じです。 説明書を読んでいると、こういう書き方で なになにな時（場合） ということで、文章切れていること、よくありますけれど

これは英文として成立していませんので、説明書だとすれば大変不親切だと思います。 ピリオドは間違えてコンマになったのかもしれませんが、二つ目の文章は will の後にいきなりplacedが来ていますし、along the side of PDU or STS などの表現であれば、質問者さんの日本語訳に近いものになりますが、この英文ではなんとも言えません。 以上、ご参考まで。

なるほど、不親切な文法という考え方もあるのですね。そうなんですよ、willの後にbe動詞がなかったり、コンマとピリオドも、自分の知らない省略法が使われているのかとおもってました。
