resoponsible world=核を持つ国、でしょうか。 そして、日本が核をもてば、日本もresponsibleを持つことになる、他の国のresponsibleが少し減る、もしろん、韓国、オーストラリアももてば、更に減って、責任感から少し楽になる。 という意味ではないでしょうか。一応may have to なので、したくは無いが、しょうがなしにするという意味でしょう。 being conforted の部分を直訳すると、楽になることを楽しみ待たなければならないかもしれない。 参考程度に

貴方の訳でよいと思います。 This responsible worldは”核に対して責任のある西側核保有諸国”とも取れるし、前の文章を受けてアメリカを示すと理解しても良いと思います。 日本、次におそらく、韓国とオーストラリアの核によって、(身の安全を）慰められる、安心させられる、元気づけられる日を待ちわびないといけないんですか？ と言う事は 核に関して責任を持つアメリカは、日本しいては韓国とオーストラリア等の同盟国が核を保有することによって自国の安全を確保する日を待ちわびるのですかね～。

質問者さんが、なぜこの質問をしていらっしゃるか分かるような気持ちがします。 というのは、この文章を書いた人自身、答えが無い。ですからこの文は？で終わっています。しかも may have to 「日本とか韓国とかオーストラリア」などのご都合に頼って「安心しなければならないのだろうか」という曖昧模糊とした表現で、宙に浮かせている。 ですから、筆者は、質問者さんが，この奥歯に物が挟まったようなものの言い方に気づいかれた、ということをうれしがってるんじゃないかと思います。 僕に言わせれば、「この責任感ある（西側諸国の）世界」だって？笑わせちゃいけないよ、生きた人間の頭上で核実験を行っておいて何が責任感だ、信用の出来ないのは「責任感のある世界」じゃないの？といいたいですね。 結局、日本人は、核実験の対象としてはいい、しかし核を使わないという判断力があるとは信用できない、という白人優越主義の露骨な表現ではないでしょうか。 being comforted 前後は、上に申し上げた通り「日本とか韓国とかオーストラリア」などのご都合に頼って「安心しなければならないのだろうか」だと思います。
