has trouble making itself felt here have trouble (in) ～ing で「～するのに苦労する」です。 そして，make itself felf ですが， make oneself understood と同じ形です。 felt も understood も過去分詞。 make oneself understood は「自らを理解される状態にする」から「言うことが通じる，意思疎通ができる」 make itself felt here だと，「それ自体をここで感じられるようにする」 神の力がここで，他者によって感じ入れられる 神の力というのは，その場で感化させる（そこにあると感じさせる）ことなんてなかなかできないことが時にはあるものだ。
