販売（売買）契約書（契約書番号1935）を同封されました10月10日付けの貴信についてお手紙差し上げます。 のような訳はどうでしょうか。 refer toは参照する、調べる、に差し向けるなどの意味以外に、letterとつながると、手紙で申し上げるというような意味もありますので、単に確認するだけでなく、内容確認してから返事しますということのように思います。

古い日本語書簡では、 「売買契約書第1935号を同封せしめたる10月10日付け貴書簡を参照し、同書簡に関して下記の通りご連絡申し上げます」 現代文では 「売買契約書第1935号と貴信10月10日付けに関し、下記の通りご連絡、、、、」 こんな書き方をすることもありますので、 Your letter of October 10 and Sales Contract No.1935 is carefully referred by us. We are pleased to inform you that,,,,,or we regret to inform you that 「refer」=「単純に参照する、参照した結果十分検討する、その内容に関してお知らせする、連絡する、申し立てする、」の意を含みますが、言語上は、実際は「何の意味(!?)もないrefer」です。
