「もう一度言いますが、私の意見では、指揮系統に沿って関係者を 処分するシステムというのは、明らかにそのシステムそのものを守 ろうとするシステムで、問題点を修復しようがしまいがどうでもい いわけです。私の意見ですが、明らかに問題解決に焦点など当てて いませんよ」 長い文章ですが、主語はあくまで文頭のA systemですね。
